Prepare shrimp according to package directions.
In a large pot of boiling salted water, cook beans until tender-crisp, about 2 minutes. Remove to colander and rinse with cold water until cool. Set aside.
Add pasta to boiling water and cook until tender but firm, about 10 minutes. Drain, set aside.
Meanwhile, heat half the olive oil in a large skillet over medium-high heat. Add onion, garlic and hot pepper flakes and sauté until onions are tender, about 2 minutes.
Add the peppers and the beans and sauté for 2 minutes.
Add cooked pasta and lime juice with 2 tbsp (30 mL) of water, cook until heated through, about 2 minutes. Add basil and remaining olive oil, toss.
Serve in bowls topped with shrimp skewers and lime wedges.
